The document describes the integration of Uruguay’s HIV/AIDS response into its national health system by using a triangulation approach: Horizontal knowledge transfer from Brazil regarding integrated health care networks is combined with knowledge of local contexts and needs from Uruguay and experience in facilitating, and the monitoring and evaluation of international cooperation processes (GIZ, Germany). The paper demonstrates that the approach of triangulation represents a cost-effective, sustainable and an extremely flexible tool which can be easily adapted and transferred.

The document depicts the difficult situation that people whose sexual orientation or gender identity does not conform to majority norms are facing in many parts of the world, how they are particularly affected by HIV and how German Development Cooperation addresses this issue.
