HIV – A Challenge for Development Cooperation

In 2001 the international community committed itself to attain the Millennium Development Goal (MDG) 6 to effectively and sustainably respond to HIV and AIDS, Malaria and other diseases. Since then many countries have observed successes in controlling the HIV epidemic. The decline in the number of new infections worldwide and the decrease in the number of AIDS-related deaths indicate progress towards the achievement of MDG 6.

Despite these successes, the HIV epidemic remains disastrous. To date approximately 30 million people have lost their lives due to the epidemic. In countries with high rates of HIV prevalence the life expectancy of the population has decreased by more than ten years. According to UNAIDS, 34 million people globally were living with HIV at the end of 2010 – more than ever before.

Consequently, the response to the HIV epidemic is a focus of German Development Cooperation. Within the framework of the G8, Germany has committed itself to make a minimum of 500 million Euros available annually between 2008 and 2015 to respond to HIV, Malaria and Tuberculosis and to subsequently assist in necessary health system strengthening.

The German Contribution to the Global Response to HIV

On a multilateral level Germany commits financial contributions to the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM), UNAIDS and the World Health Organisation (WHO).

Germany has bilateral agreements with 15 partner countries and two regions to focus on Health, Family Planning and HIV. In addition, within a wider framework, activities in the health sector are being implemented in 23 countries.

On the occasion of the International AIDS Conference the German Federal Ministry for Economic Cooperation and Development (BMZ) publishes its position paper “Germany’s Contribution to Sustainable HIV Control”. The document accurately illustrates the main pillars of the German contribution to the global response to HIV:

  • Realisation of human rights;
  • Health system strengthening; and
  • Effective prevention and access to testing and therapy

How we work

The German Federal Ministry for Economic Cooperation and Development (BMZ) mandates the executing agencies with the implementation of the German Government’s development projects.

The KfW Entwicklungsbank (KfW) and the Deutsche Investitions- und Entwicklungsgesellschaft (DEG) are responsible for financial cooperation.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is responsible for the technical cooperation with the partner countries, the deployment of aid workers as well as for human capacity development. The Centrum für internationale Migration und Entwicklung (CIM) places experts in the partner countries.

In addition, other executing organisations responsible for technical cooperation are specialised in different areas, like the Bundesanstalt für Geowissenschaften und Rohstoffe (BGR) and the Physikalisch-Technische Bundesanstalt (PTB).

The individual implementing agencies have developed highly specialized skills and cooperate with each other in the partner countries.

In addition, the BMZ supports activities by faith-based development organisations, non-governmental organisations and the private sector.
